GASP & the Council Submit Comments on Washington County Compressor Station
December 21, 2012 - Last month the Clean Air Council and the Group against Smog and Pollution (GASP) submitted joint comments regarding the M3 Appalachia Gathering, LLC, Twilight Compressor Station plan approval 63-00965A in West Pike Run Township, Washington County. The plan approval would authorize the construction and operation of six compressor engines and one dehydrator. The comments detailed the following concerns:
- Because a draft permit was unavailable to the public, the Department should re-notice this Plan Approval and provide all relevant documents for public review.
- The Department must clarify and correct the Twilighht facility's potential to emit greenhouse gases.
- The proposed volatile organic compound and carbon monixide emission limits for the compressor engines do not constitute best available technology. Many recent plan approvals have lower limits.
- The Department should employ recommendations from the Environmental Protection Agency's Natural Gas STAR proghram to reduce methane emissions from this facility.
