STATEMENT ON THE CLEAN AIR INTERSTATE RULE (CAIR)

“It’s a great rule, if you’re not one of the tens of millions of people whose air won’t be improved by it. Even at full implementation in 2015, there will still be approximately 60 million Americans breathing dirty air. People in southeastern Pennsylvania and Delaware will still be breathing smog, and people in Allegheny County will still be saddled with high levels of soot. This rule is significant and will save lives, but it still leaves a lot of room for improvement.”

BACKGROUND

Clean Air and the Clean Air Interstate Rule

A job left undone…

On March 10, 2005, the Environmental Protection Agency announced the issuance of the Clean Air Interstate Rule. This rule is designed to help communities meet the health based standards of the Clean Air Act by targeting the largest source of industrial air pollution, the electric power industry. Unfortunately, the final rule leaves many areas of the country breathing unhealthy air for years to come. Below is a list of counties by state that will fail to meet the 8-hour ozone and PM 2.5 standards by 2010 and a list of the areas that, even after full implementation of the CAIR rule in 2015, will still fail to meet the health standard for ozone-smog.

Ground-level Ozone:

These areas will not meet the 8-hour ozone smog standard by the deadline set forth in the Clean Air Act (2009). They will be left breathing dirty air for 6 years (58 counties total).
