Air Toxics

Clean Air Council’s Clean Air Act program adheres to the following goals.

  1. To make sure the Clean Air Act is fully implemented in Pennsylvania.
  2. To ensure that environmentally sound cost-effective solutions are developed to address the issue of pollution transport.
  3. To maintain a statewide environmental voice on clean air issues.
  4. To work with various stakeholders at a national, state, and local level to support innovative emission reduction programs.
  5. To act as a bridge between national environmental organizations and Pennsylvania based groups on clean air issues.

Clean Air Council’s multi-layered approach to achieving these goals combines government oversight with community outreach via educational materials for the general public.

Clean Air Act Enforcement:
The Council will continue to vigorously pursue enforcement actions against the EPA and DEP where needed to ensure that Clean Air Act requirements are fully implemented. Where deadlines are missed, the Council will take appropriate action to put the state back on a reasonable schedule.

Compliance with Other Commitments:
The Council will continue to act as a watchdog to ensure that EPA and DEP meet commitments they have made in past compliance actions such as the full implementation of Reasonable Available Control Technology (RACT) for large stationary sources.

Rulemaking and Public Comment:
The Council will seek opportunities to fully participate in rulemakings and share its testimony with other organizations interested in participating. Participating in the administrative process is essential for preserving the right to engage in further enforcement actions. Public participation is also one of the most important and effective methods for citizens to advocate positive social change.

Airways:
The Council will continue to publish its quarterly clean air activist newsletter Airways. Airways is mailed to over 500 activists across Pennsylvania and contains in-depth articles and information pieces dealing with a wide variety of air pollution topics.

Factsheets:
Council factsheets tackle complicated air pollution issues by breaking them down into their simplest components; emphasizing the sources of the pollution, the health effects on people, and effective pollution control strategies.
